✅ Service Eligibility

Candidates must satisfy either of the following service conditions:

Option Required Service
Option 1 Holding an analogous post on a regular basis in the parent cadre or department.
Option 2 Five years of regular service in a post in Level 6 of the Pay Matrix or equivalent in the parent cadre or department.

🎓 Accounts Qualification and Experience

In addition to the prescribed service condition, the officer must possess either of the following:

Training and Experience Successful completion of training in cash and accounts work from the Institute of Secretariat Training and Management or an equivalent course, together with three years of experience in cash, accounts and budget work.

  • Pre-auditing and signing different types of bills.
  • Monitoring the Academy budget, reports and returns.
  • Preparing weekly, monthly, quarterly and annual accounts reports.
  • Issuing and signing Last Pay Certificates.
  • Coordinating with Pay and Accounts Offices.
  • Coordinating with banks and the Ministry’s PFMS team.
  • Ensuring timely submission of Income Tax returns.
  • Ensuring correct TDS deductions and distribution of Form 16.
  • Handling fund allocation and re-appropriation matters.
  • Coordinating with internal and external audit teams.
  • Monitoring adjustment bills for advances.
  • Functioning as Drawing and Disbursing Officer.
  • Advising authorities on financial and budget matters.
  • Providing guidance for procurement through GeM.
  • Ensuring timely disbursement of salaries and allowances.

  • Attested date-of-birth certificate.
  • Relevant service and experience certificates.
  • ACR/APAR copies for the last five years, attested on every page by an officer not below the rank of Under Secretary.
  • Vigilance Clearance Certificate.
  • Integrity Certificate.
  • Cadre Clearance, where applicable.
  • Major and minor penalty statement for the previous ten years.
  • NIL penalty certificate where no penalty has been imposed.
  • Certificate completed by the forwarding authority.
Applications without the required supporting certificates, service records and departmental clearances will not be processed.
